The Federal Emergency Management Agency (FEMA) has received the subgrant application for the Flagler Beach Fishing Pier replacement due to damages from Hurricane Matthew (DR-4283-FL PW 920). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published November 21, 2016 for Hurricane Matthew. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain. FEMA has determined that the only practicable alternative is to locate this facility at its original location within the floodplain because the facility is functionally dependent upon its location within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Project Title(s): PA-04-FL-4283-PW-00920; FBGRM14 - Flagler Beach Fishing Pier

Location of Proposed Work: Flagler Beach Fishing Pier near the intersection of South 3rd Street and South Ocean Shore Boulevard (A1A), Flagler Beach, FL The (GPS: 29.479795, -81.126600 to 29.480622, -81.124298).

Floodplain: The project is located in the VE Zone, otherwise known as the Coastal High Hazard Area, per Flagler County FIRM Panels #12035C0232E and 12035C0251E dated 6/6/2018.

Proposed Work and Purpose: The purpose of this project is to rebuild the Flagler Beach Fishing Pier to its original function and to be more resilient to future damage. The applicant will be replacing the existing timber pier with a concrete pier. This will require installation of new concrete pilings and a total reconstruction. The proposed project will be conditioned for Endangered Species Act compliance and permits from the Florida Department of Environmental Protection and United States Army Corps of Engineers.

Project Alternatives: The alternative that has been considered is the no action alternative. This alternative is not feasible, as this facility is necessary to provide a functional and safe pier to the public, and the pier facilitates open space use. Additionally, the pier is functionally dependent upon its location within the floodplain and must be within the floodplain.
