To be considered for service on an appointed Board, you must live in the City of Flagler Beach and be a registered voter.  Eligibility to serve on the committees varies with each committee.  The City Commission appoints members based upon the expiration of their terms of office or resignation.  Elected Officials and employees of the City are not eligible to serve.  Click here to download an application. For further information, please contact the City Clerk's Office.


Board of Adjustment:

The Board of Adjustment consists of five (5) regular members and two alternate members.  The Board of Adjustments shall have the following powers and duties, submitting in writing its affirmative conclusion to the City Commission for final approval:

  1. To hear and advise on appeals where it is alleged there is error in any order, requirement, decision or determination made by the architectural review board in the enforcement of this ordinance.
  2. To hear and advise on special exception to the term of this ordinance upon which the board is required to pass as required herein.
  3. To render advice upon appeal in specific cases advocating such variance from the terms of this ordinance as will not be contrary to the public interest, where, owing to special conditions, a literal enforcement of the provision of this ordinance will result in unnecessary hardship.
  4. To review requests and application for PUD as stipulated within the provision of this ordinance.

Code Enforcement Board                                Back to top

The Code Enforcement Board has seven (7) members and legal counsel for the Board.  Whenever possible, the members should include and architect, a business person, an engineer, a general contractor, a subcontractor, a realtor and a citizen.  The Code Enforcement Board  shall have the power to:

  1. Adopt rules for the conduct of its hearing.

  2. Subpoena alleged violators and witnesses to its hearings.  Subpoenas may be served by the department of public safety (sheriff) of the county or the City police department.

  3. Subpoena evidence to its hearings.

  4. Take testimony under oath.

  5. Issue orders having the force of law commanding whatever steps are necessary to bring a violation into compliance.

Personnel Review Board                                   Back to top

The Personnel Review Board shall consist of five (5) members.  The Personnel Review Board shall have power to:

  1. Hear appeals in case any full-time City employee is suspended without pay for more than three (3) working days; reduce or remove and report in writing to the City Manager its findings and recommendations:
    a.     All full-time City employees who are not represented by or are not part of a collective bargaining unit shall be subject to the requirements of and shall be entitled to the rights, benefits and protections of this article and the rules and regulations adopted pursuant hereto.
  2. Perform such other duties with reference to personnel administration as the City Commission may require by ordinance.

Planning and Architectural Review Board:            Back to top

The Planning and Architectural Review Board shall consist of seven (7) residents.  It shall undertake any task assigned to it by the City Commission and the rules assigned to it within the applicable ordinance which includes, but is not limited to, the following duties:

  1. Establish, maintain and approve standards of architectural excellence for all residential dwellings of two (2) or more units, all commercial establishments, industrial buildings, and complexes, schools, churches, public buildings, amenities, parks, signs and all elements related to the construction and aesthetics of Flagler Beach.

  2. Review all requests for building or sign permits (excluding single-family residences) and advocate for approval or deny such requests based upon aesthetic or other considerations such as quality of workmanship, nature of materials, harmony of external design with existing structures, choice of colors, change in topography, grade elevations and/or drainage, factors of public health, safety or welfare and the effect of such proposed change or work on the use, enjoyment, or value of any of the other neighboring properties.

  3. Review any proposed changes initiated by itself, the Building Official, the Board of Adjustments, or the City Commission in the textural provisions of this ordinance and report their recommendations to the City Commission.

  4. Review requests and applications for planned unit developments as stipulated within the provisions of this ordinance.

  5. Advise the City Commission on all matters related to land use planning and community development as directed by the City Commission.

  6. Review all requests for rezoning (amendments), hold required public hearings to receive citizen input and recommend approval or denial of such requests to the City Commission. A public hearing constitutes published notice, both at City hall and in local newspapers, and the apprising of property owners within a radius of five hundred (500) feet of the property under consideration for rezoning by certified mail of the intent to rezone.

  7. Review any proposed changes initiated by the City Commission in the textual provisions of this ordinance and report their recommendations to the City Commission.

  8. To review any request for a special exception under the provisions of this ordinance and submit its recommendations to the City Commission.
